The story started with a naming.
Demographic Dividend.
And so, the optimism surged, for India was about to come into its own. The service sector had shown the way, and educated India could compete with the world.
Policies were cast. Massification of Higher Education mooted. Six legislative interventions placed as bills in Parliament. Funding allocated.
Somewhere, design got left behind.
But no matter, they said. It was about the great push.
The story continues, though fears continue to rise.
The demographic dividend is not a certainty now. India dreads the impending demographic disaster.
